This is the most common way to mix cement in Mexico. They shake some concrete mix out of a bag onto the street. Then add some lime and mix it in. Form a bowl. Add water and mix with a shovel. You can see evidence of this all up and down our street and almost every street in neighborhoods. I asked the worker about a cement mixer. He said that he had seen those, but they are quite expensive--6000-8,000 pesos. Shovel works just fine, he told me.
